Judge Keough is committed to ensuring our infrastructure keeps pace with our population without compromising our quality of life. By spearheading the 2025 Montgomery County Mobility Study, the 2025 Montgomery County Road Bond, and upgrades to traffic signal technology, Judge Keough is prioritizing the expansion of major thoroughfares, the modernization of our bridges, and the elimination of traffic congestion. His focus remains on "pay-as-you-go" planning and responsible debt management to build the roads of tomorrow today.
Fiscal Discipline & Property Tax Relief
Government should live within its means, just like the families it serves. Judge Keough has consistently fought to keep the effective tax rate as low as possible while maintaining the county's prestigious AAA Credit Rating. From voluntarily cutting his own salary by 12% and freezing it since his first day in office, to successfully removing tolls on the Hwy 242 flyover, the Judge's record is clear: he believes your money belongs in your pocket, not the government's coffers. He remains a staunch advocate for budget transparency and the elimination of wasteful taxpayer-funded lobbying.
Public Safety & Election Integrity
Safety is the first duty of government. Judge Keough continues to provide our Sheriff and Constables with the resources they need to keep our neighborhoods safe, including funding for new deputies and advanced technology to combat human trafficking and internet crimes against children. In 2025, Judge Keough led the passage of a historic pay parity plan, investing $9 million to raise deputy starting salaries and ensure our officers aren't lured away by neighboring cities and counties. By "backing the blue" with competitive wages, we retain the best-trained police force in Texas. Simultaneously, the Judge remains a champion for election integrity. By rejecting unproven software upgrades and advocating for transparent, locally-verified counts, he ensures that every legal vote in Montgomery County is secure and accurately recorded.
Emergency Management & Disaster Resilience
As the County's Director of Emergency Management, Judge Keough's first priority is the safety of our citizens during a crisis. Judge Keough has led our county through 13 declared natural disasters during his tenure as Montgomery County Judge, and his proven leadership has ensured that Montgomery County continues to thrive even in the face of these events. In 2025, he has overseen the modernization of our Emergency Operations Center (EOC) and the implementation of advanced, real-time communication systems to keep residents informed. His strategy focuses on proactive mitigation, securing federal grants for drainage and debris management before disaster strikes, and ensuring the county is 100% "disaster-ready" to recover costs quickly. He is committed to a resilient Montgomery County that is prepared for anything, from hurricanes to winter freezes.

First elected in 2018, Judge Mark Keough has served as the 41st County Judge of Montgomery County since January 2019. A relentless defender of the taxpayer, Judge Keough has delivered on his promise of fiscal conservatism, slashing the county tax rate year after year even as property values rose. Before leading the county, he fought for our values in the Texas House of Representatives (District 15). Now in his second term, Judge Keough is asking for your vote on March 3, 2026, to continue the fight for a stronger, safer Montgomery County.

I fought federal mandates to protect your Constitutional rights, and I made common-sense decisions like removing the tolls on SH 242 to keep you moving freely. My wife Kim and I have called The Woodlands home since 1996, and I remain fiercely committed to ensuring Montgomery County is the best place in Texas to live, work, and worship.”
